Steve definitely hasn't had proper time to mourn the loss of 'what could have been' with Peggy. They never really had a 'proper' romantic relationship, there just wasn't time for it, but it was something to look forward to. Then...well, his whole world changed. Dealing with all he's been dealing with, with the fact that everything that happened with Peggy and Bucky and the war is still fresh in his mind and must feel like he just experienced it (and well, he kind of did), that's got to fuck a person up. The world moved on but Cap hasn't had a chance to, not fully, and that's sad.

Totes, he needs someone to help him through this.

I would have sacrificed just about anything for more Steve and Bucky moments, but I get why the film is the way it was. Marvel probably wanted to save most the Steve & Bucky interaction for later, and while I love the action and wouldn't have wanted less of it...I would've loved a couple more scenes between them too.
