Though technically, the words don't imply a question, considering about half the time the phrase uses rising intonation I don't think using a question mark is wrong.

"Guess what?"

reads totally different from

"Guess what."

The intonation that the question mark implies just sounds totally wrong in my head. Maybe it's just me though.

I haven't heard it as a question. Exclamation is usually more on point in my experience.
