As Kurt continued to blow him off, he clearly got more persistent, but that's a natural reaction to being blown off over and over again by the person you'd generally expect to be there for you. It doesn't matter that Blaine told Kurt to move in the first place. He can't have imagined that his boyfriend would start ignoring him after that. All of that said, his response should not have been to cheat. He could have tried talking to Kurt about it.
The way he treated Adam was definitely wrong.

Once you cast aside the self, you can begin to see that there is no one who is worse. There are only bad people being bad to one another. No one can win. All will lose. all will be miserable.

The writers made him a needy, clingy manchild who couldn´t even wait a month without cheating. They could make Klaine break up because of the distance, but no, they had to turn Blaine into a cheater.
