From an in-universe perspective, the consent of slaves (and prostitutes in general, really) seems to be considered a non-issue - it's treated as though it can't be rape because their consent or lack thereof is largely irrelevant. From an out-universe critical perspective, yes, it is absolutely rape because the person being acted upon has no opportunity to deny consent, but that isn't a concept that really seems to exist in the GoT universe itself.

But Tyrion himself is disgusted by his own actions ('I just fucked a corpse'). It doesn't stop him doing it again but he knows it's wrong.

It started out fine and then his mind started wandering and he started thinking about people that had pissed him off, and there's a few paragraphs of his inner monologue but then suddenly he snaps out of it and remembers where he is and what he's doing, and he looks at the girland she's crying softly and covered in bruises and bites
