It's a situation of 'overly caution' =/= 'unnecessarily cautious'. With most broad-spectrum medical tests, they aren't given because they expect to find something, but 'just in case' there is something to be found. As far as I know, in Japan you wouldn't be paying for this/paying much for this, in which case I say go for it - while I do believe there is such a thing as too careful, getting a pap-smear even though you're a virgin is nowhere near it.

If you feel anxiety about 'something' near your vagina, but also expect/hope for some sexual activity around that area in the future, then going in for a pap smear can also be a good way to help you reduce anxiety about having something other than your own hands/self down there - and you don't much more of a controlled environment than a doctor's office. :)
