The stories in most of the zines I came across in Trek/SWars fandom back in the day had separate authors and artists, although certain artists tended to almost always illustrate for certain authors. Sometimes too the art accompanying a particular story (usually at the beginning or the end) wasn't necessarily drawn for that story, but was placed for relevance.
