I don't understand why people use umbrellas unless it's absolutely pouring. A few drops won't kill you. I think it's silly to whip out an umbrella at the first sign of a light rain.

I see people using umbrellas when it's not even cloudy out. Mostly very old Asian women so I assume it's something cultural.

They use it for Sun protection.

I do this, and here's why:

I'm underweight and my metabolism is crap. I also get cold at temperatures other people think are perfectly normal (I'm not comfortable unless it's 78+). Bad body temperature regulation + the ambient temperature where I live (high 60s, low 70s) + being wet or damp = Not Fun Times. Does this make me a wimp? Absolutely. But in this I'd rather be a comfortable wimp than "strong" and freezing-cold.
