Why do you have to justify anything? You're not obligated to give this person all the money you have, and nobody in their right minds would expect it. You absolutely CAN say "this is a good arbitrary amount to give someone" because there are no rules about how much money you HAVE to give a friend. Give whatever you want.

Because-- and I'm trying to be kind here, OP-- right now, all of this internal handwringing over whether or not $25 is a worthwhile amount to buy food (people have told you it is) means that you're not giving your friend ANY money, am I right? So you're worrying about whether or not $25 is theoretically enough and not wanting to just hand over the cash for Reasons and in reality, your friend is getting zero dollars. ZERO. To a person who's hard up for cash, a QUARTER is better than no money, OP.

Do you want to help your friend buy food? Well, your worrying and running around in circles is not helping your friend buy food. Just hand over $25 and tell your friend you hope things get better soon. The internet gives you permission.
