Sounds like you're referring to Tumblr. You pretty much mentioned the reason why this happens: fanart is easier to appreciate because if you're the average Tumblr user, you can look at it for one second while scrolling and hit like/reblog, end of story.

But with fanfiction they actually have to stop and READ something, which takes some effort and requires more than one second to complete. This is clearly asking way too much of most tumblr users.

I use Tumblr exactly because I don't have to read lengthy tirades.

I don't have a short attention span, but I find it difficult to read more than a few paragraphs at a time on a computer. I like to read things flat. (The angle is better for me, generally.) I also don't read fanfiction much at all, and haven't for this very reason.
