I think a lot of people are confused by the term 'High fantasy'. It is neither a statement of quality nor one of content. Rather, just as High German is the German spoken in the highlands of Germany, high fantasy is fantasy that involves mountains.

Lord of the Rings is high fantasy, then, because it has lots of mountains - Mount Doom, the Misty Mountains, and it's the sequel to the Hobbit, where everyone's heading to the Lone Mountain.

Conan, meanwhile, is low fantasy, because while it has some mountains, Conan is just as likely to be exploring deserts or open plains. Sometimes he's on a ship, and obviously the sea is the complete opposite of a mountain.

Game of Thrones is inbetween. The North had a lot of mountains, and of course the Wall is high up, but the south has plenty of lowlands. It should therefore be considered 'Semi-Alpine Fantasy'.
