I like to head!canon that Ramsay has a weird affection for Theon (I say affection but not "caring"). But Ramsay's also totally insane and sadistic, and you don't want that kind of person enjoying being around you.

I guess Ramsay is... rather possessive of him? (cf a certain letter.) Attached to him? (And depressingly enough he's probably one of the only one to be so.) But 'cares about' him? Not really.

I wouldn't say "care", but there is definitely a co-dependent possessiveness there. It's kind of sad that the only person in the GOT universe who wants Theon around (for all the wrong reasons) is Ramsay.
