I wasn't shocked by the plot twist, just disappointed in how it played out.

IMO making him a villain was taking the easy way out, instead of having Anna deal with the possibility that she would have to let some guy down. Oh, so he's a villain who didn't love her and was really plotting against the Queen all this time? Awesome! Screw him, now she can be with her one true love Olaf!

Of course, I haven't read the book, so it could be this particular plot twist was handled a lot better there.

Okay if you want to see this twist, but in an actual well-written variant, I'd recommend watching Into the Woods.
