I'm not sure that I agree that these things would mean that there would be no true love between them.

I have family that I rarely see, and some that I did not have a close relationship with since I was a child. But I still love them and would sacrifice for them. Could be different, with a family member who never spent time with me at all, but Anna and Elsa spend much their early childhoods together, and that can stay with you your whole life. Some bonds disappear with time, but not all.
