Sharing food is how you build relationships and communities. This sentiment is exactly ass backwards.

Now I suppose this idea might have a point if it involved some foodie claiming to be the "best ___ chef in the world" or if your idea of world cuisine involves Taco Hell or Chilies.

The best chef of Italian cuisine I've ever encountered is actually a Navajo guy. Which is awesome. So I don't see why a white guy couldn't be the world's most awesome at sushi, or whatever. It has to do with your specific interest and devoting yourself in a respectful way to the skill and the cuisine, and I can't get how that would be offensive.
