Then again, according to a Voyager episode (Good Shepherd, I think) apparently doing some time on a Spaceship is essential for some astrophysics studies, so Reg might have been placed in Starfleet as part of his tenure track.

(Anonymous) 2014-05-16 12:09 am (UTC)(link)Also factor in that the 1701-D was a peacetime scientific exploration ship (in theory anyway) and carried 1000 crewmembers, civilians, and their family members. Which we didn't see a lot of, but the show did try to represent that aspect (i.e., Mot and his barbershop, Ten-Forward, the little girl whose imaginary friend was an alien, blanking on the name, all the recreational facilities onboard the ship), and the leadership was basically "laidback middle management." A far cry from the militaristic Starfleet of the ST:TOS days.
