I liked him as a person, I was just genuinely baffled they'd let him into StarFleet, which still required at least some training. I think he had genuine anxiety issues, you'd think they'd screen officers for that.

Perhaps his anxiety only got really severe after being subjected to a couple dozen of the Enterprise's most harrowing disasters of the week ;)

He joined to see the wonders of the universe, or at least that is what he chanted frantically to himself as he flew that escape pod around the wreckage of the fleet's heavy hitters and Borg tractor beams at Wolf 359. I wonder just how many biologists and astrophysicists had PTSD after that one? Not everyone can design a ship dedicated to punching the Borg in the balls as therapy.

Then again, according to a Voyager episode (Good Shepherd, I think) apparently doing some time on a Spaceship is essential for some astrophysics studies, so Reg might have been placed in Starfleet as part of his tenure track.

Also factor in that the 1701-D was a peacetime scientific exploration ship (in theory anyway) and carried 1000 crewmembers, civilians, and their family members. Which we didn't see a lot of, but the show did try to represent that aspect (i.e., Mot and his barbershop, Ten-Forward, the little girl whose imaginary friend was an alien, blanking on the name, all the recreational facilities onboard the ship), and the leadership was basically "laidback middle management." A far cry from the militaristic Starfleet of the ST:TOS days.
