People should have special licenses to be allowed to breed their animals, and neutering cats and dogs should be mandatory.

People who let their cat get knocked up because they think it's cute? Or want to have cute kittens (who they promptly try to give away, sometimes dumping at a shelter in the process)? These people should be fined (with proceeds going to shelters).
