I have read some really awesome fic in the TW fandom, some a lot better than what the show's writers give us. At the same time, there's a ton of badly-written crap and that's true of most fandoms. Can't speak to OUAT fic as I've never read any.

So, does it hold true that the worse a show's writers are the better the fic is? I know it was true for SGA fic.

Hmm, not necessarily. I think it just seems that way when the show's writing is disappointing and the fandom produces quality fic. I definitely wouldn't make a blanket statement since I don't read fic for all fandoms.
