He's only Lawful Good when writers don't pay attention to characterization. He's Neutral Good to the core.

MCU Steve, especially. He defied SHIELD before he knew the Hydra thing was happening. A Lawful Good character would have let himself be taken in the elevator.

I think you're misreading Lawful there. Steve is straight-up Lawful Good, but the rules he's inflexibly loyal to are not the actual laws. Nevertheless, he's strict about maintaining and enforcing those rules. Spider-Man is Neutral Good because he'll bend his own rules a lot of the time and he's less likely to go down fighting for a principle, but Cap is ALL about the principles.

When SHIELD failed to live up to Cap's standards, it didn't make him less Lawful, it was bad news for SHIELD.

Exactly. Steve is always Lawful Good; it's everyone around him (including the good guys) who sometimes fail to live up to that. And that's when Stevie goes a little rogue...
