That doesn't mean Tony wasn't being annoying. Steve still looked into it, because Tony was right, but Tony went about it in the most OBNOXIOUS way.

Which was an incredibly dumb piece of mischaracterization for Steve tbh. This is the guy who literally tried to cheat his way into the war, later went and mounted a one-man rescue mission he was explicitly forbidden from attempting because "fuck you, there's a tiny chance Bucky might still be alive in there", and then stood up/embarrassed a bunch of important people by not coming to his medal for valor presentation. If you're looking for someone who follows orders, well, Steve is not that character. He'll do what he believes is right; if it lines up with the orders, that's nice, if it doesn't, he'll do it anyway.

i always took his willingness to follow orders at this point in his life as "he woke up less than a year ago and doesnt really know how to frame SHIELD" like he's a fish out of water and he's groping at the one thing he sort of understands?

in cap2 he's obviously much more willing to defy orders.

Which...is pretty much exactly what Steve did in that Avengers scene. He broke into a locked room, removed an experimental weapon without permission, and stood up to Fury (who's more or less his superior officer) in semi-public regarding the project.

Imo, the fact that Steve needed some persuasion before taking Tony's concerns seriously says more about his then-relationship with Tony than about Steve himself. At that point, Steve saw Tony as little more than a flashy, egocentric, unreliable dilettante; of course Steve was going to try to keep Tony focused on the task at hand, and to be suspicious of Tony's motives for spying on SHIELD. And, even so, the end result was Steve defying the rules to do what he believed was right--no mischaracterization there that I can see.
