For a variety of reasons, people don't leave many comments these days (at least in comparison to Ye Olde Fandom Days), mostly because anything other than effusive praise tends to get shot down by fandom at large. Even if the author doesn't mind, often their fans will (I once got hounded by other readers for a comment I left on a fanfic, only for the author to step in and ask me to beta).

On top of people who just don't have an opinion beyond "like/dislike", no one really wants to risk saying anything that could get wank from either the author or other readers. When your only opinion is whether or not you like a fic, leaving a comment does seem pointless. The Kudos system's saving grace is that "it beats nothing", which is pretty much what would happen without it. :|
