For what little it's worth, it more or less is kudos or nothing more than it is kudos or comments.

Kudos were added to the AO3 on December 15, 2010. In April of 2011, they made a newspost with some charts of feedback rates.

This was one of them.

Kudos began in December just before the holiday feedback binge from Yuletide and whatnot, and then after that settled? Comments continued on pretty much the exact same trajectory as they had before the bump. The kudos rate was catastrophically HIGHER, but comments didn't really take a dip.
