The angst and man-tears are totally what get this fandom going, I tell you.
And as for the people saying 'they totally want us to ship it" - well I can sort of see why. In the first film, they were somewhat physical with each other. In Winter Soldier, Steve repeatedly is uninterested in dating women Natasha suggests - and he's pretty much totally indifferent to her kissing him, up to the point she asks him if that was his first kiss since WWII. Bucky is really the only one that Steve seems to be unwaveringly, emotionally invested in - he loved the guy so much he'd rather let him kill him that to harm him.
see, I'm not saying they're in love in canon, obviously. It can just be an amazing friendship. I'm just saying: if you WANT to read subtext, then oh boy - there's a lot of it.

Sure, the scene with him at her bed in touching, but, it seems the romantic connection is gone: she had a husband, kids, a life. And from his end: he's still a young man while she could be his grandmother. While they do seem to care about each other, it seems to be more nostalgia than a rekindled romantic connection - on both ends.
Again, I'm not saying this is the way the makers wanted us to see it. I'm just saying, adding up these things you can make quite the subtext.
A romantic interest was specifically avoided for Steve in Winter Soldier - and it was avoided so vocally that it stands out.

What I meant was: his reluctance to date could be explained by the fact that five minutes ago (from his perspective) he was in love with a beautiful young woman, and now, suddenly, she's old, she's had an entire life, and she has Alzheimer's, and there's no future for them, but he hasn't quite got over his love for the old her...
