I can't find anything to suggest Pratchett said the bit about "once you publish your fanfiction you surrender the rights to me, in case I write something similar." That doesn't sound very sensible, and not like Pratchett. This is what I found, that IS sensible:

Basically he's fine with it as long as you don't put it where he's likely to read it, isn't for profit and isn't labeled as "official".
