What's preventing from introducing new POC characters as opposed to changing old characters into them?

Presumably because they assume that no one will care about new comic-book characters, so by back-filling their canon with POCs, they can have POC characters that already have hooks into the universe and the readers' interest.

Also: making new things is hard.

They can do both. This character is in a NEW continuity which is going to resemble the NEW tv show but the OLD continuity will not be recolored so don't worry.

I know, right? Godsdamn it, just MAKE A NEW SPEEDSTER and have Wally take them on as an apprentice/sidekick! Hell, you could even make jokes out of it-- Wally has a Flashstick! Kid is part of the information age generation, was innocently in a college class, got zapped by the modem and now goes at the speed of internet or can access it with their brain when speedstering or some shit.

They don't want a character outshine *iconic* ones.
