AoT is more grimdark than FMA, and hits harder in terms of how utterly horrible everything is, so it takes more drama to elicit reactions. FMA didn't go around killing people in horrible ways left and right, so Hughes' death had a lot of impact. In AoT part of the impact is the "anybody can die" thing, and the characters are mostly shallow and vaguely likeable, and easy to tack headcanons onto, so easy for fans to like.

I think people took Marco's death that way because we thought he might become a part of the bigger scene later on. He died in the battle where the main group's training partners started to die left and right, and soon you were not sure who's gonna survive and who's not.

Marco's death also had a great impact on me because he just disappeared somewhere without me noticing or missing him, and then Jean found his half-eaten body. He we a very nice guy, so it was sad that he died. Yes, we didn't know anything about him except his main charasteristics and where he came from, but I would have loved to get to know him better and see him develop. But sadly he turned out to be a reason for Jean to grow as a person.
