Once Robert Baratheon died, civil war was inevitable in Westeros. The only question is the form it would take.

That civil war was comin' whether or not Catelyn had kidnapped Tyrion. It was a deeply unstable political situation.

And like even if Catelyn still kidnapped Tyrion if Tywin hadn't sent men to terrorize the Riverlands the situation wouldn't have escalated in the same way.

What the fuck are you talking about with Ned?

The Frey deal happened well after Ned bit it and in a totally different context. It was a good deal because it secured the support of a crucial, well-located ally, at relatively little cost. Ned dying is unrelated. Seriously I am mondo confused here.
