Technically you are right because I'm fairly certain that less of the Whites ended up dead than did the Starks, but on the other hand the circumstances are so overwhelmingly disparate that it's something of a mild mindfuck how you even came up with the idea to compare the two.

*shrug* Ridiculously disparate comparisons are fun sometimes. One of the most interesting papers I wrote in high school was a comparison and contrast between Joan of Arc and Lady Macbeth.

Yeah, only two Whites died, and one of them was Walt. (Hank counts as a White for the purposes of this silly comparison). A... fuckton of Starks died. I wouldn't really say most of it was Catelyn's fault, though, whereas Hank died directly because of Walt.

Well, technically only 2 (or three, counting Cat) Starks died, and both of them died due to their own ineptitude more than anything. Ned went off running his mouth to Cersei without any backup and got himself arrested and killed, and Robb let his dick think for him in his grief and betrayed a much-needed ally. Neither of those were Cat's fault. Ned's rashness and Robb's immaturity caused their deaths.
