Obviously not since he was forced to say that for Chataya/Alayaya's sake and because Cersei pushed him into it. That situation is not at all comparable to bitter, dark ADWD!Tyrion genuinely wanting to rape Cersei to punish her, to the point where that's one of his greatest desires at this point.

if george r martin wanted us to think tyrion genuinely wanted to rape cersei, he would have had tyrion think it in his pov. he just said it to win someone over.

Raping Tommen crossed his mind because Cersei said "I'll have these women raped" and Tyrion rebuked that with "then I'll do whatever you do to these women to Tommen". The thought never would have occurred to him had Cersei not already claimed she was going to terrorize these women.

The "I want to rape Cersei" thought, however, came unprovoked and completely from himself. The thought has obviously occurred to him at some point.

read the actual scene, he's thinking of something else when he says it, if we were meant to think he really wanted to rape her it would have been mentioned somewhere else in the narrative.

Ser Jorah hesitated. “The dwarf is—”

“—I know who the dwarf is, and what he is.” Her black eyes turned to Tyrion, hard as stone. “Kinslayer, kingslayer, murderer, turncloak. Lannister.” She made the last a curse. “What do you plan to offer the dragon queen, little man?”

My hate, Tyrion wanted to say. Instead he spread his hands as far as the fetters would allow. “Whatever she would have of me. Sage counsel, savage wit, a bit of tumbling. My cock, if she desires it. My tongue, if she does not. I will lead her armies or rub her feet, as she desires. And the only reward I ask is I might be allowed to rape and kill my sister.”

That brought the smile back to the old woman’s face. “This one at least is honest,” she announced.
