Throughout the movie, he kept saying "might" that it just might kill the guy, but if he really cared, he could've checked or run some tests or anything just to show that he actually wanted to help even if it turned out that he really shouldn't give him his blood (which then would've helped Harry realize that he can't be helped by Spidey and there would be no Green Goblin and Gwen would've stayed alive).

Harry wasn't going to listen.

Peter even outright told him. "I can't give it to you right now, I need to look more into this and this is why."

Because Harry was bothering him and Gwen both for it.

If we're talking about this movie only, that is. From this movie's point of view, it wasn't Harry's fault as much as it was really just Peter's.

I know a lot of people might've known the older versions of this movie or the comics before watching it, but they could've made those who don't know about them see that Harry was really not going to understand because no matter how many times I watch that scene where Spider-man tells him he can't give him his blood, it still doesn't sound like a convincing reason (for someone who's dying). It sounded like he was really just trying to protect himself. Which made me feel sorry for Harry and pissed by Peter, because when someone is dying they'd literally do anything to save themselves and Peter/Spider-man was being extremely oblivious of that.
