Mr.Satan/Hercule/Whatever from Dragon Ball Z comes to mind. He was kind of a hammy blowhard who provided a lot of comic relief in the series but he was also pretty strong in his own right (he seems weak in comparison to the other characters because they're huge badasses but he was also shown to be more than formidable against other normal humans) and generally tried to do his best to protect people even when he was rightly scared shitless.

I think Buu from the series can count as well. Even when he was murdering people (before he knew right from wrong), he was a pretty silly character. I always thought the friendship he had with Hercule was pretty sweet as well. It was even enough to get Buu to pledge never to kill anyone again (...too bad a gunman immediately fucked that up and become the catalyst for Buu going full blown evil for a while)

Aw, Hercule was one of my favorite minor characters in the show. I thought he was kind of annoying at first because he was a show-off who lied to everyone to gain their popularity but despite this, the show still made it clear that he genuinely cared about the well fare of everyone and was kind of a lonely dude despite his popularity (it says a lot that he considers Buu his first real friend even though he fairly recently killed a healthy chunk of the world's population)
