Mr.Satan/Hercule/Whatever from Dragon Ball Z comes to mind. He was kind of a hammy blowhard who provided a lot of comic relief in the series but he was also pretty strong in his own right (he seems weak in comparison to the other characters because they're huge badasses but he was also shown to be more than formidable against other normal humans) and generally tried to do his best to protect people even when he was rightly scared shitless.

I think Buu from the series can count as well. Even when he was murdering people (before he knew right from wrong), he was a pretty silly character. I always thought the friendship he had with Hercule was pretty sweet as well. It was even enough to get Buu to pledge never to kill anyone again (...too bad a gunman immediately fucked that up and become the catalyst for Buu going full blown evil for a while)

Kuwabara from Yu Yu Hakusho.

He can be pretty goofy in general, but when he is around cats or Yukina, he turns into an absolute goofball and I love him for it. He's the best.

And I can't remember hsi name, but that character in the Rashomon episode of Leverage. I like that actor in everything he plays actually.

It has been this long and nobody has mentioned Major Alex Louis Armstrong from FMA? Man, I'm disappointed. He is the best kind of goofball.

Dr. Chilton from Hannibal. especially S2. Raul Esparza just brings this goofy pathetic-ness to the character that made him surprisingly likable despite also being a massive douchebag.
