Yeah...I don't know, it's true a lot of the time. My reaction being inappropriately hit on used to be to smile and giggle with (what I thought) was obvious discomfort...I wanted the guy to pick up on the social cues that I was uncomfortable without me actually needing to say it (and therefore offend him, which I felt subconsciously was unsafe), but honestly, most guys just took it as encouragement.

Or if you smile to someone on the tube or bus, he thinks it's an invitation, even when you start totally ignoring them. It's like they think they have a foot in the door.

So while I don't know if I would say it as your mother did, she's got a fair point.
