Google GIMP.
Always free, and AFAIK, just as good as Photoshop provided you can hunt down all the relevant plug-ins.

I didn't like GIMP. I have Paint.net now, and I don't like it either. Photoshop is better.

This. I switched to Photoshop after a couple years because it honestly is better, but if you're doing more basic stuff, GIMP is terrific. Actually, I find it's a lot more user-friendly in some ways.

I love GIMP (although I'm running an old version since 2.8 and tablets don't get along), and wish there were more sites where you could talk about it without being responded to with "here use this instead" and a link to a pirate copy of Photoshop.
