I don't know why it has to be one or the other; I would've taken more of both.

However, this movie was already packed and it didn't seem like Marvel had more time for anything. Both Sam and Bucky probably had deleted scenes. (Which will be on the DVD/Blu-Ray, I imagine.)

All I can say is I loved the entire cast (Steve, Nat, Sam, Fury, Maria, Bucky) but yes, people do have favorites and there's nothing wrong with that. (Personally I was more into Bucky than Sam because I felt like I knew Bucky a bit more since he appeared in the first Cap film, but that doesn't mean Sam wasn't still a great addition to the cast. And Mackie is a treasure, so hopefully Marvel will use him well in the future.)
