Mini-adult costumes can be a bit eyebrow raising, sure, but most of the kids at cons I've been to are dressed as characters from kid shows, or the kids from other shows (like Shippo from Inuyasha). And if the parents are dressing up too? Why would you exclude the kids? They usually want to do what the parents are doing, or they are too little to care. Friend of mine did the Richards family (Fantastic Four) one con--they have kids, the characters in the comic have kids, why not have the whole family? I've seen some great Incredibles families too.
Last con I went to like 75% of the kids were either Marvel or Disney characters anyway, same as they would be for Halloween.
