How is it supposed to become the norm if any attempt to make that happen is shot down?

Well, I think it is improving, slowly, despite naysayers like this secret maker. After all, I don't think Marvel is going to cancel Agent of Asgard anytime soon, or change their play with comic!Loki. So there will be small changes. And they'll be complained about and complained about and complained about and then one day, years from now, it'll settle into honest equilibrium. But I'd guess it'll take a long, long time.
