Because I think the Doctor still believed she deserved to be punished for what she did and didn't want to let her loose on the universe/another planet/whatever.

I mean... she was still killing people when it suited her.

Same planet she was from, except as an egg. The Tardis turned her into an egg and the Doctor gave her a chance to live her life over again/make different choices.

I think OP is suggesting he could have her arrested on a planet with no death penalty, rather than let her go.

I mean, I guess, but that'd be messy and complicated.

lmao. Like 1) find a planet that doesn't have like an extradition treaty with her home planet and 2) find one where she also has committed crimes so that she can be imprisoned.

It'd be a weird plot to shoehorn in there.

I think the way it ended, with her getting a second chance at living her life was really nice.
