Because I think the Doctor still believed she deserved to be punished for what she did and didn't want to let her loose on the universe/another planet/whatever.

I mean... she was still killing people when it suited her.

Same planet she was from, except as an egg. The Tardis turned her into an egg and the Doctor gave her a chance to live her life over again/make different choices.

I think OP is suggesting he could have her arrested on a planet with no death penalty, rather than let her go.

I mean, I guess, but that'd be messy and complicated.

lmao. Like 1) find a planet that doesn't have like an extradition treaty with her home planet and 2) find one where she also has committed crimes so that she can be imprisoned.

It'd be a weird plot to shoehorn in there.

I think the way it ended, with her getting a second chance at living her life was really nice.

I guess he could have - but, she was quite dangerous. You didn't want her running loose on another planet. And as for being arrested there. I imagine that being sort of hard, like being put in jail in Lthuania for something you did in Italy. Not sure how intergalactic law would work, but it makes sense you could only be tried in a place where you actually broke the law.

I was suggesting him letting her be imprisoned on a planet that didn't have the death penalty, not just dropping her off on the planet and letting her run loose

Someone pointed out above: that would mean finding a planet that didn't have a treaty with hers AND she'd committed a crime on.

Well he is still not quite over the Timewar/burning all civilization (he thinks), she is still a clear and present danger to others, the Doctor is not quite as opposed to capital punishment as either he or his fans like to think he is, would any other planet agree to imprison her (his foes have a tendency towards cardboard prison-syndrome), it is one thing to say he is going to do it but he isn't standing on Raxacoricofallapatorius yet so there is plenty of time to change his mind before the final curtain falls, and finally and most damning of all; all other eventualities tend to be a bit complex and require a lot of negotiating and work and the Doctor has a distinct tendency in all his incarnations (yes, even Seven) to avoid those and go for more straightforward approaches which he can easily (in theory) walk away from.

You're going under the assumption that a different planet would punish her for crimes that took place elsewhere [if I'm understanding what you mean right - I could very well be misunderstanding.] Most countries won't even do that - why would planets that have never heard of each other?
