I guess he could have - but, she was quite dangerous. You didn't want her running loose on another planet. And as for being arrested there. I imagine that being sort of hard, like being put in jail in Lthuania for something you did in Italy. Not sure how intergalactic law would work, but it makes sense you could only be tried in a place where you actually broke the law.
