I think there's a couple of differences here you're not acknowledging:

Twilight is written from Bella' perspective. She's the main character. Her being boring as a bag of rocks is a big issue. Ramona, however, is the love interest. Being boring is still an issue, but it doesn't break a series, or even a character as much as it would if she were the main character.

Because she's not the main character, she can be an ideal for audience (who are presumed men) to desire. A better parallel with Ramona is actually Edward Cullen.

And then, of course, Ramona is kind of an asshole. Her negative qualities are intentionally there. The problem with the movie is that it just doesn't establish why she's all that desirable, but I think you can still pick up this idea Scott wants her because, to him, she's exotic and interesting.
