Now, I can define "lecherous" for you, if you'd like, but it does suggest a rather nasty thing about a person who ogles.
Perhaps you have a different definition than that literal definition of ogle????

So, if lecherous CAN be staring offensively OR staring lustfully, ogle CAN be a negative term OR it can just be a factual one.

I'd have to ask the OP of that comment, but I'm fairly certain they'd say they did not mean to be offensive. Perhaps they didn't.
