Questionable. Unfortunately people who let their cats wander freely tend to think that their pets have a right to do so. It's more likely that there will soon be a new cat roaming the neighbors' apartments.

I'm assuming they can make the connection between "let cat out" and "cat no come back". But you may have a point.
