You're right about the purpose of tumblr, but I think part of why people are so frustrated that that tumblr has pretty much become the ONLY fandom space, especially for more recent fandoms. A common place where people can congregate and just have discussions no longer exists (well, LJ and DW obviously physically EXIST still, but in an abstract sense, there's nothing because many people no longer use those spaces).
