I think it varies. The format is biased towards a shallower kind of distribution and interaction, but there's a lot of excellent discourse if you look around a bit. You just need to sift through the Superwholock gifs and REBLOGGING FOR THE COMMENT XDDDs. I've found the talkier parts of my fandoms, and there are some really wonderful people there. Basically, Tumblr is what you make of it, just like any other site.
