P.G. Wodehouse, either the stories or watching the Jeeves and Wooster TV adaptation. It's all over the top silliness, funny slang, and if you're watching the shows, Hugh Laurie playing his best upper class twit and Stephen Fry generally being awesome.

Yes!

My favorite Wodehouse stories are probably the Psmith ones but they're all good, and they're all so positive and happy and silly. I don't know if I can think of a writer as good at that as Wodehouse was.
