Wodehouse, as mentioned above, for books. And also Terry Pratchett, and Bridge of Birds by Barry Hughart, and GK Chesterton. Chesterton always cheers me up.

For TV and movies... Newsradio is probably my go-to cheerful TV series. It's really funny and it has a great ensemble cast. And even when it gets dark, it's still pretty cheerful. For movies, mostly adventure movies. Big Trouble In Little China, Indiana Jones, Princess Bride, all that kind othing.
