Since it's an everyday look, my advice, if you live in the US is to go to a Sephora store, they do free makeup, just tell them what you're looking for, they can ID your skin tone, give you tips on the best colors for you, etc.

That aside, since it only sounds like you want something minimal, maybe you can try:

a) basic lipstick, some mascara or eyeliner (nothing dramatic)
b) follow A. but add foundation first (or a finishing powder/primer before the foundation).

Try to go somewhere where you can test out certain foundations, figure out which ones work best with your skin/what kind of look you like.

I don't like to use makeup often, and while I've learned how to do a basic primer, foundation,etc, I generally use some lipstick / mascara/eyeliner if i feel like wearing any. Good luck!
