Basically, when fans seem incapable of showing the characters have any meaningful personal interaction or having any feelings towards each other except through the narrative device of depicting them having sex. Also, being incapable of moving any relationship arc forward in any way except through sex and sexual desire, to the point of having a fic whose plot centers around one character who is paired with a number of people who are not the endgame OTP for no reason except that the author needs the main character to have meaningful interactions with those people for the purposes of the plot, but can't write any display of emotion - whether it's affection, admiration, dislike, disrespect, disgust, hatred, curiosity, respect, irritation, or paternalism - between two human beings that does not take place either in bed together or with the characters wanting to be in bed together.
