I think the Trace is the big plothole here. IIRC they explain in DH that the reason the ministry knows underage magic is performed because of the Trace on the wands. So Dobby levitating some plates around shouldn't get Harry into trouble, seeing as his wand wasn't used.

Though I always wondered about the Trace as well. When was it put on the wands? Is it put on the wand during the creation process? What if you buy a wand in a different country and bring it into Britain, would it still have a Trace? What if an adult needs a new wand, will the Trace have to be removed, first?

(I feel like wands are some of the biggest plotholes in the book. The whole "winning wands" thing introduced in DH throws up so many unanswered questions)

About Dobby: DH actually says the Trace is a charm directly on underage-wizards, not that it's on the wands themselves. And it monitors spells which are being cast around, as well as by, the underage wizard. No one was supposed to be casting spells around Harry in a Muggle household in CoS, so they probably assumed Dobby's spells came from him. (Of course, I don't know why Dumbledore's didn't ping in HBP, but it's possible the Ministry knew Dumbledore would be there).
