I think there was something - and it may have been in a fanfic or someone's headcanon - about how underage wizards in magic households arent as supervised as those who live with muggles. When a signal from a magic household goes in the ministry ignores it and they only respond when it's from someone who doesn't live with wizards. So the ministry basically relies on wizard parents to keep their kids from using magic.
Or it may have been that Harry in particular was being watched hard by everyone, but not hard enough to notice Dobby sneaking around.
